Data Summary FY 2005/2006 and Annual Report

The Health Insurance Counseling and Advocacy Program (HICAP) Annual Data Report for State Fiscal Year (SFY) July 1 through June 30, 2005-06 uses data collected directly from the Quarterly Aggregate HICAP Data Report and the Addendum. Provider data for these reports are sent quarterly from HICAP provider agencies to their local Area Agency on Aging (AAA), where, in turn, they are reviewed, approved, and forwarded to the California Department of Aging (CDA).

Since the implementation of the Medicare Modernization Act, reporting requirements changed. Data indicates that client services have dramatically increased.

Highlights include:

  • 3,504 interactive presentations to the public were reported during the State Fiscal Year (SFY). These events reached an estimated audience of 127,129 persons.
  • 536,258 HICAP materials (brochures/Taking Care of Tomorrow) disseminated to the public.
  • 228,294 total contacts were made, including 139,890 non-counseling Quick Calls and 91,868 counseling contacts via phone, in-person (site/client home), and mail or other methods.
  • 15% of all Registered Counselors were able to provide counseling services in a language other than English
    • Spanish: 74
    • Chinese: 22
      (Mandarin/Cantonese/Taiwanese)
    • Other Asian Language: 10
      (Japanese/Hmong/Vietnamese)
    • German: 18
    • French: 13
  • 63,163 total clients counseled for 86,510 counseling hours. An average of 1.4 hours counseling per client.
  • Of the clients profiled,
    • 16,568 clients were at or below 150% of the Federal Poverty level, 26% of total clients counseled.
    • at least 9,284 clients currently have Medicare status due to a disability, 15% of total clients counseled.
    • a total of 15,968 minorities reached for counseling services (25% of total clients counseled), including:
      • Hispanic (all races): 8,181
      • American Indian: 290
      • African-American: 1,849
      • Asian (all breakouts): 4,618
      • Native Hawaiian/Pacific Islander: 95
      • Two or more races/other: 935
