The Bridge to Recovery is a new $55.84 million grant program administered by the California Department of Aging (CDA) to support in-center congregate services for at-risk older adults and people with disabilities. Bridge to Recovery - Round 1 Awards

Overview

The Bridge to Recovery for Adult Day Services: COVID-19 Mitigation and Resilience Grant is a new $55.84 million grant program administered by the California Department of Aging (CDA) and supported by General Funds from the California State Budget.

The goal of the grant program is to improve the health, safety, and well-being of at-risk older adults and people with disabilities and reduce isolation by supporting safe access to in-center congregate services.

Eligible and licensed Adult Day Health Care (ADHC) centers, Adult Day Programs (ADPs), and the Program of All Inclusive Care for the Elderly (PACE) sites can request up to $100,619 in one-time funding for each licensed facility they operate to invest in infection prevention and mitigation measures and address ongoing staffing needs.

Providers who already completed and submitted a Letter of Intent and remain interested in applying for this funding must submit an application through GrantsConnect™ by July 17, 2023, for each site for which they are requesting funding.

Who can apply?

Only providers who submitted a Letter of Intent through GrantsConnect™ by the May 15, 2023, 5:00 p.m. PT deadline can apply.

The following providers are eligible to apply:

  • Adult Day Health Care Centers
    • Licensed by the CA Department of Public Health and certified as Community Based Adult Services by the CDA
  • Adult Day Programs
    • Licensed by the CA Department of Social Services
  • Program of All Inclusive Care for the Elderly (PACE) sites
    • Eligible at the nursing home level of care by the Department of Health Care Services

All interested applicants must:

  • Have completed and submitted a Letter of Intent
  • Complete and submit an application for each site before July 17, 2023, using this link.
  • Be licensed and in good standing in California

Eligible Activities

The Bridge to Recovery grant is designed to help providers of in-center congregate services deliver a safe, healthy, and person-centered environment for older adults and people with disabilities. Providers can spend funds on facilities and staffing improvements to support that goal.

Applicants may not use grant funding to supplant existing funds received via Medicaid, insurance, other grants, or other funding sources. Grant funds may be used to supplement existing services.

Facilities

Applicants can use grant funds to invest in needed infection prevention measures in their facilities. This includes, but is not limited to:

  • Building ventilation: adding or improving ventilation systems to meet recommended Centers for Disease Control and Prevention (CDC) standards
  • Air flow and filtration: repairing or installing air filters to meet recommended Centers for Disease Control and Prevention (CDC) standards
  • Modifying usable space: repurposing outdoor areas to expand safe, useable program space or modifying indoor spaces to promote health and safety while encouraging participant engagement
  • Sanitation and infection control: increasing sanitation and infection control measures
  • Vehicle modifications and/or preservation: modifying existing vehicles used in the transportation of participants and/or installing surveillance equipment
  • Telehealth: improving participant access to telehealth services

Staffing

Applicants can use grant funds to stabilize their workforce and comply with mandated staffing ratios. That includes, but is not limited to:

  • Staff recruitment and retention: costs associated with posting jobs and sign-on or retention bonuses
  • Temporary workers: salary for temporary workers when there is a vacancy or absence in key required positions, such as nurses, social workers, therapists, or transportation drivers, in order to comply with regulations and staffing ratios
  • Wage differentials: providing raises for direct support staff to ensure equity among similar roles and skillsets. (Final wages from salary increases should comport with or be comparable to local labor laws, standards, and prevailing wages.)
  • Staff training: providing training in infection prevention and control, health, and safety

Grant Webinars

The CDA will host two webinars related to this grant program.

The first webinar was held May 9 from 2:00–3:30 p.m. PT to introduce the grant and provide more details on eligibility, covered activities, and priorities for the funding. You can find the slides, a recording, and transcript in the Helpful Resources section.

CDA will host two additional webinars details below:

Webinar 1: CDA will host a webinar on November 2, 2023, from 1:30 PM to 2:30 PM for awardees only to discuss and provide guidance on the execution process of the grant agreement, and explain additional documents that you may need to provide prior to executing your grant agreement. Attendance is highly recommended. Watch for the email which will be sent on October 26,2023, to register.

Webinar 2: CDA will host a webinar on November 9, 2023, from 1:00 PM to 2:00 PM to discuss an overview of permissible and impermissible items eligible for funding, and errors made when completing the application. Watch for the email which will be sent on October 26,2023, to register.
