Data Summary State Fiscal Year 2009-2010 Annual Report
The California Department of Aging’s Health Insurance Counseling and Advocacy Program (HICAP) purchased a customized Commercial Off-The-Shelf (COTS) Internet based data collection system for the entire state called the Statewide HICAP Automated Reporting System (SHARP).
SHARP is designed to meet all federal CMS’ requirements and serve as a case management tool for local HICAP Counselors.
Counselors now enter data from each counseling session in real time. This results in faster and more accurate data reporting. The HICAP provider agencies, local Area Agencies on Aging (AAA), review and approve all data. AAAs also have the option to download various reports, queries, and create their own analysis of needs at the local level.
The implementation of SHARP was completed part way through the fiscal year. As a result, this created two reports (each from the ACCESS database and the SHARP system). For best results, combine totals from both reports
Overall State reporting increased by 1% from the previous fiscal year and received a Cluster ranking of 2nd place or a national ranking of 27th place overall. As a result, the State received a $72,503 Performance Award for Fiscal Year 2008-09.
