Description:

The Access to Technology (ATT) for Older Adults and Persons with Disabilities is:

  • A $48.5 million opt-in county grant program included in the Home and Community Based Services (HCBS) Spending Plan leveraging time-limited federal funds.
  • Targeting a grant allocation date of October 2022 to counties who opt-in to participate.
  • The funds are authorized through March 2025, but all funds should be expended by December 2024.
  • This grant is intended to reduce isolation, increase connections, and enhance self- confidence for program participants.
  • Authorized and defined in statute: WIC § 9104; CA State Assembly Bill (AB) 135

Quarterly Status Updates 2022

Quarter 1: January - March

  • Prepared sample funding methodologies for consideration by County Welfare Directors Association (CWDA) workgroup

Quarter 2: April - June

  • CDA released county funding allocations.
  • Release Request for Application (RFA) for counties to opt-in to the program.

Quarter 3: July - September

  • CDA issues county award notifications.
  • Counties conduct project development and launch activities
  • CDA issues an request for information (RFI) for a project evaluator

Quarter 4: October - December

  • Award project evaluator contract
  • ATT projects in progress
