About the Rulemaking Process

The California Department of Aging provides public access to proposed regulatory actions in compliance with Government Code section 11346.5. Information includes public notices, summaries of proposed changes, and instructions for submitting comments. The goal is to promote transparency and encourage public participation in the rulemaking process.

Public Comment

CDA welcomes public input on proposed regulations. To ensure your comments are as effective as possible, please follow the guidance below:

When to Submit

Comments must be submitted during the official public comment period, as noted in the Notice of Proposed or Emergency Rulemaking.

What to Include

To help CDA review and respond to your input, please provide:

  • Your full name
  • Organization (if applicable)
  • Mailing address or email address
  • Regulation Tracking Number and Subject Title of the Proposed Regulation (can be found on Regulation Package)
  • Specific comments or suggested revisions
  • Explanation of your suggestion and how it addresses your concern

Public Hearings

If a public hearing is scheduled, the time and place will be listed in the Notice of Proposed Rulemaking or Notice of Emergency Rulemaking in the California Regulatory Notice Register. You can attend the hearing to give oral comments or submit written comments.

How CDA Reviews Public Comments

CDA reviews all comments received during the public comment period and any public hearing. The Department summarizes and responds to these comments in the Final Statement of Reasons. Once completed, the Final Statement of Reasons and the final regulation text will be posted on this website. Please note that individual responses to comments are not provided.
