Merit Issue Complaints

SPB laws and rules require that appointments and promotions within the State civil service be made on the basis of merit. If an applicant or employee feels that this has been violated by the California Department of Aging (CDA), they must first file a complaint with CDA's Human Resources Branch within one year of the alleged act.

CDA HRB has 90 days to research the complaint and issue a response, including appeal rights.

An applicant or employee may challenge the decision to the SPB Appeals Division within 30 days after (1) CDA denies the complaint or (2) the 90 days expires without CDA's decision on the complaint.
